Actually it's not funny, it's just lame. That said, around the time of Hurricane Katrina (2005) there were a few backronyms for FEMA including "federal emergency-making agency" and "federal employees missing again" much like Waco inspired FBI "federal bureau of incineration" and BATF "burn all the families". These were plentiful in the day.
