Listen here, buttercup. This joke is so simple, it's almost offensive. Basically, "Dev" is telling "Gwen" that he's back because something was "unblocked." Now, given the context, we can assume "Dev" got blocked from talking to Gwen, maybe on social media, or maybe in real life by a restraining order, which is on you for not knowing.
