Listen up, buttercup. The joke is about why we gotta pay taxes if the guv'ment can just print money whenever they want. Seems easy, right? Just fire up the money printer! But here's the thing: if they print too much, the money becomes about as useful as your screen door on a submarine. It's called inflation, genius. Also, taxes pay for stuff like roads and schools and the army, dummy. You wouldn't want to live in a place without roads, would you?
