Listen here, you chucklehead. You think that 'framed' only means to have a border around something? Well, in this joke, 'framed' means that they set it up! They falsely accused the picture of doing something wrong, making it the perfect criminal because they put it into a frame, like the one that goes around a painting... I am talking to a wall...
