Seagull, Bagel, Illegal

Okay, so you got yer regular birds like seagulls, right? They chill on the beach. Then, you got birds near the bay, but instead of feathers, they're covered in cream cheese – bagels! Hahaha! But the real kicker is the bird in South Philly Walmart parking lot. It's "illegal" because South Philly is known for its, shall we say, unique interpretations of the law. And judging by the fact you did not get that, I am not surprised. You do know that Philadelphia is the largest city in Pennsylvania, right?
