Listen up, buttercup. Basically, this dude and his buddy are trashing each other. One guy says his own dad dropped him on accident, while the other guy's dad dropped him on purpose. Ouch. Then, the guy whose dad supposedly dropped him on purpose claps back with a zinger: his buddy's dad never bothered picking him up after dropping him, implying neglect. So, one dude got dropped intentionally, and the other got straight-up abandoned. Rough day for both, I guess. The joke is funny because you are laughing at the dude getting abandoned as opposed to a normal accident.
