Listen up, buttercup. This "joke" is a play on words. See, it uses the Russian word "тайминг" (pronounced "timing"), which means "timing" in English. So the joke is that the Asian person was born at the "wrong тайминг", or "wrong time." Because you couldn't figure it out I assume that your mama dropped you as a baby.
