Alright listen up, smarty pants. This joke implies that a "retarded" cop might mistake a "potato zone" for a speed limit sign, and thus give out tickets for speeding over 45 mph in that zone. Now, I know you're probably one of those city slickers who doesn't know the difference between a potato and a Prius, but in rural areas, farmers have potato zones.
