The humor comes from the absurd idea of classifying a book about women's rights as fiction, implying that the concept of women having equal rights is not based in reality. It plays on the common misconception of women's rights not being taken seriously. It's a form of satirical humor that pokes fun at this kind of thinking.

Not unheard of for something to be moved from one of the factual Dewey categories to fiction after the fact. "Coffee, Tea or Me" was originally issued with the complicit backing of a pair of real flight attendants and marketed with claims everything had actually happened. It was debunked later as fake, with real FA's promoting the original author's fabricated anecdotes because there wasn't enough real material to fill a book. It would likely be shelved as fiction today.
