Okay, so basically, the joke is that yo mama is so dumb that she would try to use a fork to scoop up milk. Like, duh, the holes in the fork would let the milk escape! You'd have to be a real dummy to try that, which, judging by your inability to understand the joke, makes you a prime candidate for fork-retrieval duties. Get it?
