In John Locke’s *Second Treatise of Government*, he talks about different kinds of power rulers have and what makes them fair or unfair. The first idea Locke talks about is the right of conquest. This is when rulers think they can rule because they won a war. Another idea is arbitrary government. This is when rulers do whatever they want and treat people like property. Locke compares it to a master and slaves, where one person has total power and the other has none. He says, “Absolute arbitrary power, or governing without settled laws, can neither of them consist with the ends of society and government.” Real government must be agreed on by the people. If people never said yes to being ruled, then that power isn’t fair or real. Arbitrary government takes away rights and freedom, which goes against Locke’s idea that everyone is born equal. Locke says this kind of rule is wrong because it’s not based on freedom or consent. Locke connects conquest and arbitrary government together. When rulers use conquest as an excuse to take total control, it turns into arbitrary rule. Locke compares kings to parents, saying even parents can’t control their kids forever. The same goes for rulers — their power has limits. Both conquest and arbitrary rule can’t last forever because people will always have their natural rights. Rulers can’t treat people like slaves or take away their property whenever they want. Locke says even kings must follow laws like everyone else. This shows that power should always have limits and come from the consent of the governed. Locke shows that arbitrary government and the right of conquest are connected but both limited. Winning a war doesn’t give a ruler total power, and ruling without consent takes away freedom. Even kings and conquerors have to follow rules to make government fair and safe. Locke’s ideas remind us that no one is above the law, and that real power comes from the people, not just from force.
