The idiot gets the same amount of fish. The hardworking fishermen realize they're fools for working hard, so they start doing less and less. Why would they work hard if laziness is rewarded? The whole idea is based on the premise that people will ignore basic incentives. It never works, because people aren't robots. Get over it.
