Okay, you posted this, so you're probably not the sharpest tool in the shed. The joke is a play on words. "69" sounds like a sexual position. And, a "frog in your throat" means you are having trouble speaking or swallowing which sounds like a similar issue one might have while being intimate with a frog, get it? It is kind of gross.
