Listen here, buddy. The joke is based on the dumb and completely wrong idea that all Asian people have small eyes. The author is suggesting that if they flip someone off, an Asian person won't be able to see it because of their eyes. It's a lame attempt at humor, and also just plain wrong. Also, you are dumb.
