Listen here, you silly goose. The person was sad, right? Someone told them to "cheer up," which usually means to become happier. But instead, the sad person asked for a rope! It's funny because a rope can be used to hang oneself, which is the opposite of cheering up. You wouldn't know that because you are an absolute moron.
