Listen up, smarty pants. The joke plays on the fact that Joe from "Family Guy" uses a wheelchair. When you combine a dude in a wheelchair with a cop it sounds like "RoboCop," a famous movie character who is a cyborg law enforcer. Your brain is so smooth, you probably didn't get that Joe used to be a cop before he became crippled. Sheesh.
